Our goal is to inform stakeholders, policymakers and other CSOs, on the latest TTPS, threat actors, and mitigation strategies identified through our comprehensive monitoring and collaborative efforts.

The Polish Presidential Elections in May 2025 are a critical democratic event. However, the current geopolitical climate, coupled with the increasing sophistication of FIMI tactics, presents a threat to the fairness and integrity of these elections. This report assesses the risks posed by Foreign Information Manipulation and Interference (FIMI) to the integrity of the upcoming Polish Presidential Elections in May 2025. Drawing upon lessons learned from the 2023 parliamentary elections and current geopolitical tensions, this election risk assessment identifies key threats, vulnerabilities, and potential consequences. Proactive measures and continued vigilance are crucial to mitigate these risks and safeguard the democratic process.

Tackling these threats necessitates a comprehensive and coordinated effort involving authorities, electoral bodies, civil society organisations, media outlets, and digital platforms. By implementing effective mitigation and response strategies, Poland can work towards ensuring an inclusive, secure, and transparent electoral process. To maintain democratic resilience amidst the growing challenges posed by disinformation and FIMI, a combination of continuous monitoring, regularly updated risk assessments, and robust stakeholder engagement is paramount.

Project: This risk assessment report, ahead of the 2025 Polish Presidential Elections, was developed through the project FIMI Defenders for Election Integrity. This project consortium brings together FIMI ISAC members with the unparalleled expertise of 10 organisations to develop a multistakeholder FIMI framework for elections to effectively monitor, respond to and counter FIMI threats before and during elections, while at the same time strengthening FIMI defender communities and democratic institutions.

This report illustrates the FIMI-ISAC’s data-sharing approach to provide a more comprehensive view of foreign information manipulation and interference (FIMI) in elections, merging individual analysis into a broader perspective encompassing contributions from multiple members. The continued reappearance of well-known divisive narratives and repetitive tactics across various geopolitical contexts underscores the critical need for a comprehensive, multifaceted approach to safeguard democratic processes and information integrity against FIMI threats.
